Goods Requisitions
Requisitions receive export control review through the Strategic Procurement and Contracts department. Until September 2024, this process occurred via email. To streamline the documentation and expedite export control review, the questionnaire is now part of the Workday Requisition process. All tangible items and software are subject to US Export Control Laws and Regulations, and some carry restrictions that require additional safeguarding and security even when located in the United States. Procurement works closely with Export Control to ensure that no accidental export control violations occur on Brown’s campus.
This process helps alert Brown end users when items have additional restrictions that would apply if the end user wants to take or ship the item internationally. If you are working with an external vendor or an internal researcher on a requisition, please feel free to use these email templates to describe the information you need. Tips for Compliance

Microscope | Yes. In many cases, microscopes have components such as advanced lenses or lasers that require scrutiny. |
3D Printer | Possibly. Depends on what is being printed. If you plan to use the 3D printer for building prototypes, please email Export Control to discuss before submitting the requisition. |
Camera | Yes. Advanced cameras can consist of complex optical technologies that fall under federal regulations. |
Radioactive chemicals (e.g., Gamma-32, Manganese-52, Copper 64 Chloride) | Yes. All radioactive, laser, or x-ray items require EC review and your requisition will be sent back if it does not satisfy the EC questionnaire. |
Lasers (e.g., ICEBLINK 3W supercontinuum fiber laser, pulsed lasers) | Yes. All radioactive, laser, or x-ray items require EC review and your requisition will be sent back if it does not satisfy the EC questionnaire. |
Antibodies, antigens | Possibly. If harmful to humans (e.g., candidlysin, tetrodotoxin), EC review is required. If in doubt, fill out the EC questionnaire. |
Commercial Biological Testing Kits (e.g., western blots) | If the kit is going to be used for its intended purpose, you can check “No” on the questionnaire. If you are unsure, check “Yes” and the EC team will review. |
Integrated circuits, semiconductors | Yes. These components are highly regulated and should be reviewed by the EC team. |
Equipment that will be installed, maintained, repaired, and taken apart by the research team at Brown. | Yes. Equipment that meets the “use” definition should be reviewed by the EC team. |
Items that will be shipped internationally. | Yes. The EC team requires that international shipments are reviewed. |
