Research Security Training Federal Agency Effective Dates (2025-2026)

The implementation of federal research security training requirements is driven primarily by National Security Presidential Memorandum-33 (NSPM-
33) and Section 10634 of the CHIPS and Science Act of 2022. These mandates require covered individuals (typically senior/key personnel) to complete training on research security, disclosure, and risk mitigation.

  • Department of Energy (DOE): Training required for all covered individuals, effective May 1, 2025.
  • United States Department of Agriculture (USDA): Training requirements effective October 10, 2025.
  • National Science Foundation (NSF): Research security training effective December 31, 2025.
  • National Institutes of Health (NIH): Mandatory training for all senior/key personnel for applications submitted on or after May 25, 2026.
  • NASA: Research security training and certification requirements become effective August 5, 2026.
  • DOD: To be determined. Anticipated late 2026

Key Training Requirements

Brown launched a comprehensive, eLearning module, Research Security Matters, that is available in WorkDay Learning. This eLearning course is customized to Brown’s program and needs, time efficient, and covers all relevant and necessary portions of Research Security Training.

Training is required annually and must be current within 12 months of any proposal submission.

The University is unable to submit proposals to the above agencies if Research Security Training is incomplete for PI, Senior/ Key Personnel and/ or Covered Individuals by the effective date of the requirement.
