I'm writing to provide additional guidance relating to budget preparation for NIH proposals. Last night there was a Temporary Restraining Order issued which blocked the implementation and enforcement of NIH Guide Notice NOT-OD-25-068, which I wrote to you about yesterday.

Therefore, please continue preparing and submitting proposals to NIH using our standard negotiated rate of 59.5%. If you receive a request from a Pass-Through-Entity to use a lower F&A rate, please notify your Sponsored Projects Pre-Award Contact or Christine Conway and Ben Kahn for BioMed submissions.
