What to expect in case of federal shutdown

A message from Director, University Pre-Award Services Katie Fleck via the Brown Bag Listserv on March 6, 2025.

As you may know, there is a possibility that the federal government may shut down on March 14, 2025 if a new funding plan is not approved. Though a shutdown may still be avoided, I thought it best to write a reminder about some recommended steps as a precaution.

Should a shutdown occur, all federally funded proposals will be put on hold and will be submitted after the government reopens. Please note that work on already-funded federal grants and contracts may proceed during a shutdown unless you receive a Stop Work order directly from your funding agency. If you receive such a notice, kindly forward a copy to fed2025admintransition@brown.edu.

Please note that there are other effects of such a closure, particularly regarding website access. When the 2013 government shutdown occurred, all websites relating to NIH, NSF, and other federal sponsors went offline. As a result, the proposal and award guidelines for each sponsor (SF424Guide, PAPPG, etc.) could no longer be accessed via the web. Funding opportunities and solicitations were also unavailable, since they were hosted on the sponsor websites. As we have seen in recent weeks, federal agency web pages and data may become unavailable at any time. Accordingly, we recommend that you download copies of any federal sponsor paperwork (including instructions and solicitations) that you may need to access in the near future.

If you have any questions, please feel free to contact your Pre-Award Grant & Contract Administrator.
